Actually the newspaper account seemed to indicate that her friends assaulted the photographer and indulged in false imprisonment. I'd expect the police to arrest them not the other way around.
Yeah, that was my take on it too. I could see if they police hauled him for breach of the peace, but they should have hauled the rowdies in for public drunkenness and for their breach of the peace.
At the very least, she was, as Arlo Guthrie says, "littering ... and creating a public nuisance."
