A print of a certain size from APS-C is more enlarged than a print of
the same size as 35mm.  Thus, the "circles of confusion" on an APS-C
image are more enlarged than those on a 35mm negative.  Thus they need
to start out smaller on APS-C to yield a print of identical sharpness.

If you consider a 30 micron circle-of-confusion on a 35mm negative to
be "just sharp enough" when printed, then you need a 20 micron
circle-of-confusion on your APS-C sensor.
