Nope, the 100mm F2.8 is optimized for portrait/distance
whereas teh 100mmf4 Macro is optimized for closeup range
1:10 or greater approx. they are not the same thing, they
are opposite optimizations. The 100mm f4 Macro will blow
away the 100m f2.8 at high magnifications.

The M 100 f2.8, (non macro), is selling for $90 or so at KEH.com in 
bargain condition.  I think that an excellent condition macro lens would

be worth at least twice that.
