Yeah, it's a reach. It's collateral damage in  the war on the poor. Is there 
a war on the poor? Well, maybe that's paranoia. Or  maybe it's government 
balancing the budget (CA and national) on the backs of the  poor, working poor, 
and lower income. (IE Taxes aren't raised, but services for  the lower economic 
rungs are pulled). Or maybe in a paranoid world, it was a  real bomb, launched 
by someone directly against the poor. ;-)

It hasn't  been fixed (the apartment owner probably can't afford to fix it, 
or at least  can't right now). (Despite all the talk by some that things aren't 
that bad --  in addition to the extremely high unemployment, tons and tons of 
people lost  money in the stock market and/or watched their pension funds 
shrink or  collapse.) 

And, the other point is, people still live in it. So, yeah,  it sort of fits 
the series. But I can see why you are puzzled and I did debate  including it. 
We shall see when the whole series is done if it really  fits.
