Judging by his dress, he seems more than prepared for harsh
conditions, so it wouldn't surprise me if he's one of Toronto's
homeless who chooses to live out-of-doors all year long. Of course I
could be wrong, in which case it's just a pan of a winter cyclist,
which still works for me...
