One possible solution might be to "punish" the police for this. In cases that aren't related to terrorism, simply refuse to publish photos that might help the police. Publish only photos that show the police acting aggressively, disregarding procedure, etc. But any photos that might help police in court or during an investigation should never see the light of day. Ever. In terrorism cases, simply refuse to publish anything at all - photos, video, text - that might show the police being successful in apprehending terrorists or preventing acts of terrorism.
