it isn't Roman - the bricks are the wrong shape. Having been to Exeter you might enjoy the opening pages of the book "The Time Traveller's Guide to Medieval England" interesting. In fact, you might enjoy the whole book. It's by Ian Mortimer and opens with a fascinating description of 14th century Exeter.
