I've read through the relevant sections as the act would potentially affect me (I work for a major US backbone provider). This is real if the act in question passes, it's a thoroughly horrible little bit of legislation. The reality is that if any President chose to exercise said power under anything less than a major emergency they would find themselves impeached rather quickly. Massive disruptions of communication systems are one thing the population of the US would not stand for. And under a major emergnecy the President effectively already has the power to shut down the Internet. So awful legislation, shouldn't be passed, this portion wouldn't have a significant effect in reality, but other bits would. -- M.
