I think you probably need to reset the Windows default font size. In Control Panel open the Display program. On the Appearance tab you can choose a font size. You might also want to muck around with the Screen Resolution on the Settings tab.
If that doesn't work you need to find the programmer who did such a dumb thing, and break his fingers so he can never type again.
