I would wager that the "square mileage" numbers try not to include
open sea as part of the calculated area. Tricky math, to be sure....
but it seems that it would be cheating to include non-land as part of
the land area in the numbers.

Look at a map of Canada adjacent to the Arctic Ocean try to count the
islands. Even if Hudson's Bay isn't counted it takes up a lot of
surface area.
