It's related to the MX's 32-segment honeycomb 3D matrix metering and
automatic subject recognition and outlining (draws a thick glowing red
line around your subject in the viewfinder, so you know where it is)

Seriously: Shutter Speed display. The little transparent wheel inside
the viewfinder that tells you the shutter speed setting.

The little belt that moves it sometimes becomes disengaged. It's only
a display, so it doesn't affect the meter or the shutter operation.
