Yes, Christine - Definitely take a look at Kompozer. It's relatively easy to use in WYSIWYG and it lets you tweak the source if you're so inclined - and it includes a CSS editor. I once made an attempt to do a web page using MSPublisher. After I saw how bloated it was with useless text I threw that idea out the window along with the file(s) I had just created.
