Still is, despite the general lack of 9600 bps modem links anywhere at
all these days.  One server getting a bit munged anywhere near the
actual list's server will slow things way down for anybody downstream.
This is especially likely on summer weekends, since an awful lot of
quiet maintenance and upgrades happen then.

Some server may have had a crash and lost it's LUT which can take some time to rebuild if no one is around to initiate it, and/or it's not written in a an auto-script.
