They have reasonable prices.
I used to use them a lot (although not in the quantaties of 8x12
that you are talking about) in early 2000s, so I don't how they changed
since that.

A local processor (if it has adequate equipment and is capable and
willing to do it right) is always a plus, - as you can talk to them
directly.. So, your Costco operators might be a good option.
As always it depends on the people's attitude. E.g. local operators
at MotoPhoto, Ritz Camera, and a local store "George's Exchange" 
in San Diego had an attitude: "that's good enough for us and we don't
want/cannot to do anything different" (In all three locations 
one of the problems was that I was printing with white borders and you
can see that they were crooked.)
At the same time, I find that many Walmart's operators (in IL, MA and
CA), especially in small cities, - didn't mind do the colors (from film)
the way I asked, and redoing if needed, but I sworn off K-mart
or Walgreens mini-labs.
