Judging from the smoke and the overhang (that might be stairs), you appear to be on a river boat or ferry of some kind. I doesn't look like the Peace Bridge, the Rainbow bridge, or the Whirlpool Rapids Bridge at Niagara Falls. It's not any bridge I can recall seeing, but then again I was born 3 months after the photograph was taken. It may have been torn down long ago. I also get the impression it might have been a railroad bridge rather than a passenger bridge. I know that Roebling built a famous RR bridge in that general area, but I think it would have been long gone by 1941.
