They're moving the chairs by the traditional means of toting; someone has to stay behind with the overage while the energetic folks realize that they really do need two people per for distances greater than 50 metres. The fellow in the picture has been detailed to guard duty in place until the energetic folks come back. Since this makes him feel old, he's sitting very aggressively with his feet in the street.
