The MUA you use is incorporating the MIME header for the portion of the message to which you are replying. No idea why it's doing that, nor which MUA you use. (MUA = Mail User Agent, the thing you actually type a message in, as opposed to MTA, Mail Transport Agent, the stuff that manages getting the email from point A to point B.) It's probably a good idea to set your MUA to a complete insistence on plain text, and to, if at all possible, reply to entire messages and not to the individual attachments.
