One of the selling points for the current US military "advanced tactical 
laser" is that it's expected to be difficult to tell when it's been
used; things will just spontaneously catch fire.

Something with enough omph to be drilling plasma tunnels through the
atmosphere, that would be loud, but there's quite a difference between
the "catches fire" stage (I've seen laser demos that lit things on fire,
and they were dead silent) and the plasma tunnel stage.

It's also hard to see how, even for a Russian billionaire, "yacht has
death ray" articles, complete with charred photog photos and images of
lighting bolts emanating from said yacht, could be considered a PR win.
