One of the selling points for the current US military "advanced tactical laser" is that it's expected to be difficult to tell when it's been used; things will just spontaneously catch fire. Something with enough omph to be drilling plasma tunnels through the atmosphere, that would be loud, but there's quite a difference between the "catches fire" stage (I've seen laser demos that lit things on fire, and they were dead silent) and the plasma tunnel stage.
