I was somewhat confused about that as well, having just done some study
of the insulae in Ostia.
Ostia was the port city of Republican Rome. The port of Ostia was small
and had limitations due to a sand bar across the mouth of the river Tiber.
Portus was an artificial port built near Ostia during the early empire.
