Maybe that's crowd control "parade rest" -- hands near guns, but not on
guns.
In other words, any positioning of cops' hands could be considered
threatening, so maybe that's the least threatening (holding up their pants ;-)).

Looks to me like the "I hate having my picture taken because I never
know what to do with my hands" posture.
