By "bottom tray" I presume you mean the film strip?

If the images are grouped into a collection and you've selected the
collection, moving their position in the film strip is enabled.

If all the exposures are selected, you're trying to move them as a
group. If you deselect them, you can click on and move each one
individually. Or you can select a couple and move them as a group
relative to the others.
