Start by writing appropriate tourism board(s), such as the national one and the one for London, and the ones for any environs which London-based tourists would frequent. If you're a "Subject of the Crown", write to your DERs (Duly Elected Representative) and DARs (Duly Appointed Representatives) [I have /no/ idea which UK or England officials are elected and which are appointed]. Write the editorial pages at relevant newspapers and travel trade industry publications.

That's just what I could come up with quickly. I'm sure the PDML can come up with others.
