Don't you read the minutes? 

Resolution 27(e) 1973b was passed in full committee at the 19th Annual
Congress held in Ulan Bator on the morning of 30/2/1988 after a protacted
period of discussion, heated at times, and lobbying from a number of other
taxa.

It was a close run thing between the cormorant, the puffin and a small herd
of Przewalski's Horse which seems to have wandered into the meeting hall
when one of our less disciplined members (no names, no pack drill, but he's
not a lawyer any more) left the back door open. The deciding factor in the
end was the plumage, which was universally adjudged to be 'lovely'.
