the lens down? Because when it's wide open there are no diaphragm
blades in the way. I thought the urban legend that is "diaphragm
blades are important to bokeh" had died long ago. Guess not.

What urban legend?
If this is an urban legen, it was written by people with a very limited understanding of photography. Bokeh is what the out of focus area looks like, not the aperture it was shot at.
