There certainly is a language barrier here, but it's not you, Boris.
I believe it's the author of that couplet who requires English lessons.
As Bob said, it's gibberish, which is why I summoned Mark - it matches
much of what one sees on a daily basis here.

I was thinking there might be a play on the words Life Vest in there
kind of like
Time flies like an arrow.
Fruit Flies like a banana.
But then on reflection probably not.
