That may be true now, but it surely wasn't several years ago when I gave up on those programs and switched to cp/xcopy. Rsync isn't really a backup program per se, it's more of a "mirroring" tool to make sure two live copies are identical. As such, it works for me for some purposes and I use it a on Unix-like environments and Windows. But for mirroring/increments rather than full backups.
