This tutorial seems to be for a later version of Elements, but it might work: http://activerain.com/blogsview/300201/create-image-with-transparent-background The jpg format doesn't support transparency so, if the image is needed for the web, it will have to be saved in gif format and that will limit the image to 256 colours.
