The arrestee, a street "regular", is a tiny guy to begin with (maybe 5'6"), and when he sits and crouches like that (as he often does) he looks even smaller. I think the perspective with the sign in the background makes the horse look even bigger than it is - mind you cop horses tend towards larger sizes to begin with.
