Last big trip, I packed my ball head and plates, and arranged to borrow a set of legs when I arrived at my destination. I was over-loaded on the way there.
Usually, I carry the tripod in its own bag strapped to my carry-on bag. I've not had any trouble doing that, but then I haven't flown since the most recent nonsense during the holidays.
