I know what you mean David, but the point is that the final digit in the XXX scheme does refer to Everyone. Rule #1 in security is to give no more permissions than are REQUIRED to do a particular job. A 7 for everyone is overkill since it gives permission to Read, Write, and Execute when all they should need is Read/Write (755).
