No joke:  they are used by mall cops in the boston suburbs.  They do
nothing to increase the air of authority for said mall cops.

I've seen the State Capitol Police in Raleigh use them. They're not so much authority figures as additional assistance for tourists around the government complex ... ice cream cones for lost children and that kind of stuff. And some people don't mind asking a police officer for directions.

I also ran into a similar Segway tour group walking home from jury duty last fall. Much smaller group - maybe 4 people in addition to the group leader/tour guide.
