I think NYC is so much used to graffiti everywhere that they
figured out its easier to paint over than to hunt and sue the
perpetrator (he can easily claim it wasn't him but one of his fans).

When I moved to NYC from some 10 years ago on a Penske truck, 
someone painted graffiti on it while we were unloading it.
This was despite the fact that the truck was staying right
in front of NYU's "Public Safety Department" on Washington Pl.

I was worried what I would be charged for that by Penske, as
in Midwest, when renting the truck out, they recorded every scratch. 
I was relieved when Penske in NYC didn't pay attention to the 
graffiti and didn't charge me anything when I returned the truck.
