Larry has mentioned it, wanting filters to stick when jumping around in
LR3, the way it was in LR2, and possibly before (I don't recall), and I
guess enough other folks complained that it has been reinstated in 3.2,
which is currently in Candidate Release.

Seems to me this is something you should be able to set in your
preferences ... if you want sticky filters you can get them, or not if
you don't.
