I can't say what you sent, but I can see what is there.
(Not to shabby a shot either... <g> )
I see a 600x410 picture with a size of 26K.
Didn't you say that you sent 75K?
Perhaps this accounts for your artifacts.

I sent a 600x420 picture with a size of 50K.
That's what I have.
It looks like I expected.

 I can muster on my LS-2000 Nikon scanner, then reduce the size of the 
 file to around 3 megs, then choose the "save for web" command (I use 
 Photoshop  6), and try to keep the file size as high as possible,  in 
 terms of the numbering of  high to low resolution settings for jpeg 
 images, and keep reducing that number until I get to the 75k size limit.
 
 And, like I said, that final image invariably still looks quite good on 
 my computer's  monitor, which is a rather cheap  thing, a 17" viewsonic.
 
 Any suggestions from photoshop experts?
