I've used Walmart 1-hour service in the US, in different states.
Its quality is rather consistent, and usually they don't mind
redoing photos if you don't like the colors or whatever.
You can upload it to the particular walmart online, - and then
pick it up at the store yourself (or ask your relative).
It's a reasonable price/quality ratio for just regular snapshots.
And so far they've been using matte paper.


For higher quality prints, 
I've used Adorama Labs, but their colors when I was doing that
via mail varied more than when I was doing that locally, in person.

These days, if I didn't print photos at home, I'd use mpix.com .
