Frank is right. It means that some quantity or value (like the readout of the instrument) has nothing to do (or very loose connection) with reality.

I do not know the roots of this saying, but it have been used here for quite a long time. Most probably it's a translation from russian. When I studied in university (I have engineering diploma in electronics) we had also a derivative from it called Tambov Constant (or simply "tambov" in short). Only years later we found out, that Western world uses identical Skinner's Constant instead. By definition it is "That quantity which, when multiplied, divided into, added to, or subtracted from the answer you got, give you the answer you should have gotten".
