I keep thinking about "which model", but there are so many factors. I find that 
the modern TINY point and shoot camera are fumbly and hard to hold. You might 
ultimately want to go over what all digitals seem to have as features (as in 
fully automatic mode), and then tell them to go to WalMart, BestBuy, Office 
Depot, or Sam's Club and get what feels best in their hands. Kodak makes some 
P&S 10mp digital cameras that go for about $65 at BestBuy. For people living on 
retirement incomes or social security, $65 may sound pretty good.
