Nope it's all about level discipline and what constitutes
voice-grade service.  The phone companies aren't interested in
providing any more than they have to in order to meet their
legal requirements.  It's not all bad, though.  They are
upgrading things as they need replacement but they have a
schedule for replacing equipment and they have an obligation to
show profits for their stockholders as well as paying all of
their employees.  We are not quite at the point where the state
owns the utilities, yet.
