Each time I listen to "Russians" by Sting (lyrics here, e.g.:

the difference between
"I'm saying you" smth and
"I say to you" like Sting sings?


I don't have a context for the "I'm saying you" line. I didn't find it in the "Russians" lyrics, but it could mean "this is what I have to say about you". I'm = I am.

I am saying [that] you [do or have done some thing] ... or
I am saying [something about] you.

The "I say to you" line from the Sting song is just a more formalized style of "I say".

I think it mostly has to do with making the number of sylables match up so the line fits the melody.
