One can find it at hardware stores. It's "liquid plastic" intended to be used to coat the handles of pliers and things like that. It would be tough to hold the camera bag in the right position while the stuff dries, but dipping the jangly zipper pulls in it would give them a "sound-proof" plastic coating similar to that on the handles of a pair of electrical pliers. If you can find one of the right size, putting a big plastic pop rivet through the hole of the zipper pull might help, too. Also take a look at the little "string things" that the "adventure crowd" (biking, climbing, camping, hunting, etc.) put around theirs. It's a little piece of "parachute" cord that goes though the holes at each end of the pull tab, and crosses over itself. Forms a little cord "bumper" around the zipper pull.
