Sounds to me like it's working just as intended. Once the marketplace became driven almost entirely by price, nobody could afford the extra cost of pre-sales testing showing up on the bottom line. It's cheaper to let the end user be the test provider (plus, the cynics would point out, this means that cameras which fail a comprehensive test may still meet the less stringent demands of the average user). Just expect that some percentage of cameras will end up being returned. If you don't like it, blame the cost-is-everything mentality, not the camera suppliers.
