it's quite possible for the preferences pane to say "Off" when the system still is set up to use the Time Machine service; in fact this is how it looks on my machine (because i use another tool to schedule Time Machine to back up at specific intervals instead of continuously through the day)

if the IT department has gone so far as to do something like this, they should know how to disable the question when new volumes are mounted, but if they don't, here is the method (from the perspective of people who manage large installations of Macs):
