I have an opinion which is somewhat contrary. It is that if you are on
a tight budget, then you can't afford to waste money - which is
exactly what people do when they buy on price. You buy something,
hoping it will be adequate and when its not you spend money moving up
the chain until finally you buy what you should have bought in the
first place... only you have spent something approaching DOUBLE the
cost of your final equipment by wasting all that money on the
lower-chain items. It think people tend to do this with both tripods
and the heads they put on them. Sadly, this is not an original
thought: http://www.bythom.com/support.htm

So I'm not getting one until I can get the one I really want (which is
the Acratech Ultimate Ballhead
