It looks like there's a mains cable to feed the power tool, a hose to deliver some kind of chemical solution to the tool and another hose to recover the excess solution. Plus possibly air pressure or suction.

It may be one of those glass repair jobs where they fill in a chip with epoxy and polish it smooth, like they do for car windshields.

It would be cheaper than replacing that whole pane of glass.

Oh boy! He has no face or eye protection; no gloves; the mains cables
are a real mess; there is a tangle of what looks like air hoses and
mains cables to his left. Two of the cables seem to be joined and
wrapped with tape. He is putting a hell of a lot of pressure on the
glass... if he is polishing it. But he's not a young man so maybe
he's a survivor.
