More like "piling on".

From American style football - An illegal play where several players jump on the player with the ball after he's been tackled.

The judge is the one who "throws the book" at someone (i.e. hands down the maximum sentence allowable after a conviction). Apparently there were no convictions in this case.

This is the cop flailing around adding ridiculous charges hoping to find *something* that will stick in hopes of justifying having stepped on his own foreskin.
