Neither.

European rules on state subsidies, free trade and all that neo-lib
nonsense combined with our high safety and environmental standards.
Makes our own mining more expensive than those hell-holes the Chinese
scrape their coal from.

Now, we're burning much dirtier import coal from some of the world's
most dangerous mines instead and our social systems have a few more
unemployed to care for. Not to mention the loss of know-how and
technology.
