iTunes works fine on a PC.  I don't want or need an iPod either....

All of the TV episodes I've obtained through iTunes have been bought
outright.  The episodes are downloaded to your PC and you can access
them at any time in the future without further payment.  There will be a
'Buy" button next to the episode you want.

Downloads are in m4v format which can only be played through iTunes but
they can be converted to mp4 if needed.

By default the episodes will play back via Quicktime and you can have
them at actual size (in the small window), or zoomed at at larger sizes
up to full screen.  If you convert to mp4 you can use any movie player
you wish.
