It's an annual festival here in Manila called Aliwan Festival. The whole country has a lot of spring/summer festivals celebrating anything from the planting season, harvest, a Catholic patron saint or a Muslim wedding; given the fact that we are an archipelago it is difficult to visit all those places so someone had this idea of bringing all (or regional representatives) of those traditions in to one big fiesta. It is a photographer's paradise with all those participants all dressed up (here are some from two years ago > http://www.flickr.com/photos/bongmanayon/sets/72157617454987467/). Instead of trying to shoot the actual parade, what I usually do is go to the assembly area/staging ground to shoot portraits of the participants while they are prepping/waiting for the parade to start.
