If you look at the highest-rez version available (via Flickr), it's about 11MP, and there you can see the focus is clearly on Hillary. I think the Prez being in the thirds is just a coincidence.
As always, just my opinion. I do agree that it will receive a gazillion prizes, because it's been featured EVERYWHERE, so to not give it any prizes would be admitting that news editors didn't know what they were doing. Am I cynical enough? :-) I will point out that the White House has said they cannot/will not reveal what was actually happening at that meeting, so for all we know they could have been watching American Idol.
