I'm not Shel, but it sounds like you're exhausting the developer with longer rolls in the tank. I would suggest perhaps using more developer per roll, and going with the correct time for the 'hotter' development you get with 24 exposure rolls, and then compare that to the results you get with the longer time. My guess is that you'll find the film developed for a shorter period with more developer in the tank will have finer grain.
This is always an issue with sheet film -- you can develop sheets in a shallow tank or tray with very little developer, but the results are not as good. I don't have any personal experience with Ilfosol-S, but from what you described, I think that this is what is happening with your film.
